About JSERC & Purpose of This Engagement
About Jharkhand State Electricity Regulatory Commission (JSERC)
JSERC is a statutory independent regulatory body established under the Electricity Act, 2003, headquartered at Harmu Housing Colony, Ranchi – 834002. Its mandate includes determining electricity tariffs for generating, transmission, SLDC, and distribution companies operating in Jharkhand; issuing operating licences; framing Regulations governing the state's electricity sector; adjudicating disputes between utilities and consumers; and promoting efficiency, competition, and sustainable energy development. JSERC's decisions directly affect electricity costs and service quality for millions of consumers across Jharkhand and shape the financial health of state power utilities including JBVNL and JSTRANSCO.
📈
Why JSERC Needs Staff Consultants in 2026
The Commission has experienced a substantial increase in the quantum and complexity of work — more utility petitions, more court cases before APTEL and the Supreme Court, more complex multi-year tariff proceedings, new regulations to be drafted in alignment with national policy changes, and a growing need for IT infrastructure management. To address this increase effectively and in an expedient manner, JSERC has decided to engage domain-expert Staff Consultants with genuine experience in the power sector, law, finance, IT and medical fields. The engagement directly supports JSERC's core statutory functions under the Electricity Act, 2003.

Age Criteria — Unique Structure for Senior Professionals

← Swipe to scroll →

CriterionAge RequirementReference DateRemarks
Minimum AgeNot below 30 years1st August 2025Ensures meaningful post-qualification experience. Strictly enforced — candidates not yet 30 on 01.08.2025 are ineligible.
Maximum Retention AgeUp to 70 yearsDuring service periodNo Staff Consultant will be retained beyond 70 years. There is NO upper age cap at application stage — professionals of any age (30+) can apply and be selected.
💡 Why this age structure is unique: Most government recruitment caps candidates at 35–45 years. JSERC's engagement has no upper age cap at application stage. This makes it accessible to retired Additional District Judges, senior advocates with 20+ years of experience, retired power sector engineers, experienced Chartered Accountants, and retired MBBS doctors — precisely the senior talent pool that JSERC needs for high-quality regulatory work. The 70-year ceiling only applies to continued retention, not to initial selection.
06
Scope of Work for Staff Consultants
01
Tariff Order Preparation
Preparation of Tariff Orders for Business Plans, Multi-Year Tariff Petitions (MYTP), and True-Up Petitions filed by Generation, Transmission, SLDC, and Distribution companies in Jharkhand.
02
Petition Scrutiny & Draft Orders
Scrutiny and analysis of Tariff Petitions or cases filed before JSERC; preparation of summaries, PowerPoint presentations, and draft regulatory orders for the Commission's decision-making.

04
Power Purchase & Loss Analysis
Scrutiny of Power Purchase Agreements, Power Purchase Costs, Aggregate Revenue Requirements, sales data, Distribution Losses analysis, and other regulatory compliance matters.
05
Court Cases & Appeals Support
Scrutiny of Review Petitions and Appeals; monitoring cases before Supreme Court, APTEL, and High Court; preparation of draft replies for ongoing appeals and litigation before any court of law.
06
Regulations Formulation
Drafting new Regulations; comparative study of Regulations of other State Electricity Regulatory Commissions; benchmarking JSERC's regulatory framework against national best practices.
07
Research & Policy Advisory
Research and advisory support on policy, regulatory, and legal issues; conducting best practice studies; data analysis and interpretation; benchmarking development; concept notes on Regulations and Tariff Orders.
08
Ministry & Statutory Responses
Preparation of replies for Ministry of Power, Central Electricity Authority (CEA), Forum of Regulators (FOR), and any other statutory or regulatory body as assigned by the Commission.
💡 The scope covers some of the most intellectually demanding work in public policy — multi-year tariff determination, regulatory appellate matters before APTEL and the Supreme Court, benchmarking against national ERC practices, and advising on evolving energy policy. This is premium, consequential regulatory work — not routine administration.
07
Remuneration, Tenure & Service Conditions

Monthly consolidated professional fees are governed by the JSERC (Terms and Conditions for Appointment of Consultants) Regulations, 2024 and its amendments. Paid as a lump sum monthly fee on completion of each calendar month. TDS deducted as per Income Tax Act. ✈️
