JSERC is a statutory independent regulatory body established under the Electricity Act, 2003, headquartered at Harmu Housing Colony, Ranchi – 834002. Its mandate includes determining electricity tariffs for generating, transmission, SLDC, and distribution companies operating in Jharkhand; issuing operating licences; framing Regulations governing the state's electricity sector; adjudicating disputes between utilities and consumers; and promoting efficiency, competition, and sustainable energy development. JSERC's decisions directly affect electricity costs and service quality for millions of consumers across Jharkhand and shape the financial health of state power utilities including JBVNL and JSTRANSCO.

The Commission has experienced a substantial increase in the quantum and complexity of work — more utility petitions, more court cases before APTEL and the Supreme Court, more complex multi-year tariff proceedings, new regulations to be drafted in alignment with national policy changes, and a growing need for IT infrastructure management. To address this increase effectively and in an expedient manner, JSERC has decided to engage domain-expert Staff Consultants with genuine experience in the power sector, law, finance, IT and medical fields. The engagement directly supports JSERC's core statutory functions under the Electricity Act, 2003.

Essential Qualification: Bachelor's Degree in Electrical or Mechanical Engineering and/or MBA in Power or equivalent from a recognised university.

Experience: Minimum 3 years in power Generating / Transmission / Distribution utilities or any Electricity Regulatory Commission.

Preference: Prior hands-on experience in Tariff Preparation at any Regulatory Commission.

Key responsibilities: Preparing Tariff Orders for Business Plans, Multi-Year Tariff Petitions, True-Up Petitions; scrutinising petitions filed by generation/transmission/distribution companies; verifying CAPEX, Loans, Interest for CAPEX, working capital, IDC computation, competitive bidding documents; computing capitalization/decapitalization of expenses, Regulatory Asset treatment.

Essential Qualification: Bachelor's Degree in Law (LLB) from a recognised University.

Experience (any one):

• Judicial work experience having held a post not below the rank of Additional District Judge, OR
• Minimum 5 years of active practice in Hon'ble High Court / District Court / Subordinate Courts / Regulatory Commission / Tribunal / Quasi-Judicial Authority, OR
• Minimum 5 years experience in any Government / Non-Government / Public Undertaking / Corporation in the field of law.

Preference: Prior experience in Power Sector legal matters.

Key responsibilities: Drafting replies for Supreme Court, High Court, and APTEL appeals; formulating/drafting new Regulations; scrutinising Review Petitions; monitoring litigation; comparative study of other ERC Regulations; preparing legal concept notes.

Essential Qualification: MBBS degree from a recognised university/institute with valid registration with MCI/NMC or State Medical Council.

Experience: Minimum 5 years of post-qualification clinical experience in a hospital, dispensary, or private practice.

Work Pattern: Will visit the JSERC office premises three times per week to provide medical consultation, first aid, and general health advice to Commission employees and staff. This is not a full-time posting.

Essential Qualification (any one):

• Qualified Chartered Accountant (CA) from ICAI, OR
• Cost and Management Accountant (CMA) from ICMAI, OR
• Chartered Financial Analyst (CFA), OR
• Two-year MBA (Finance) from AICTE-approved university

Added Advantage: Engineering qualification.

Experience: Minimum 3 years in Finance in Central/State Govt., Utilities, Electricity Regulatory Commissions, Finance Institutions, Banking, Large Audit Firms, Consulting Firms, or PSUs. Must have handled accounts, financial analysis, budgeting, Ind AS standards, and Book of Accounts/Cost Audit Records analysis. Power Sector experience preferred.

Essential Qualification: Diploma in General Nursing & Midwifery (GNM) or B.Sc. Nursing from a recognised Institute/University with valid registration with State Nursing Council or Indian Nursing Council.

Experience: Minimum 3 years post-qualification experience as a registered nurse or compounder in a hospital, dispensary, government health centre, PSU, or reputed healthcare institution.

Work Pattern: Full-time presence in the JSERC office to provide basic nursing and first aid support to staff, assist the visiting medical practitioner, and ensure general health preparedness of the office.

Essential Qualification (any one):

• Master's Degree or Bachelor's Degree in Computer Science, OR
• Master's Degree or Bachelor's Degree in Computer Applications/Information Technology (MCA/BCA/B.Tech IT) from a recognised University

Experience: Minimum 3 years in Govt. Departments / PSUs / Large Private Organisations — covering computer application development and management, server/network management, database administration, IT/MIS and information flow management, hardware/software support, IT security implementation, data backup/recovery/management, troubleshooting, and hardware/software asset management.

Monthly consolidated professional fees are governed by the JSERC (Terms and Conditions for Appointment of Consultants) Regulations, 2024 and its amendments. Paid as a lump sum monthly fee on completion of each calendar month. TDS deducted as per Income Tax Act. Fees may be revised with a 10% escalation every three years, subject to satisfactory performance. Exact post-wise fee amounts are specified in the 2024 Regulations (available at jserc.org).

• Initial engagement: One year from the date of joining
• Extension: May be extended based on satisfactory performance and the Commission's ongoing requirement
• Retention ceiling: No Staff Consultant shall be retained beyond 70 years of age
• Termination (mutual): One month's notice or payment of one month's fee in lieu
• Disciplinary termination: Notice period does not apply to JSERC in disciplinary cases — immediate termination possible

• Normal hours: 10:00 AM – 6:30 PM, Monday to Friday (5-day week, 30-min lunch break)
• May be called on Saturdays/Sundays/Gazetted Holidays in cases of Commission urgency
• Casual leave: 1 day per month (total 12 days per calendar year); accumulates within the year
• High Court holidays are applicable
• Absence beyond approved leave = loss of pay with proportionate deduction from monthly fees
• No stretch of absence (combined holidays + casual leave) shall exceed 5 continuous days

The Commission may reimburse expenditure on travel (appropriate class) and stay at outstation locations when official duties require travel away from Ranchi headquarters. Medical Consultant visiting 3 times per week does not require full-time commute daily. The engagement is governed comprehensively by JSERC Consultants Regulations, 2024.
